A decis\u00e3o foi tomada de forma un\u00e2nime em Sess\u00e3o Plen\u00e1ria que aconteceu na manh\u00e3 desta quarta-feira, 23.<\/p>\n\n\n\n<p>Den\u00fancia apresentada por cidad\u00e3o devidamente qualificado \u00e0 Ouvidoria do TCE, relativa ao exerc\u00edcio financeiro de 2023, mencionou supostas irregularidades no concurso p\u00fablico do \u00f3rg\u00e3o, bem como o fato de que apenas 10% do total de servidores da institui\u00e7\u00e3o serem compostos por servidores efetivos.<\/p>\n\n\n\n<p>S\u00e3o elencadas na den\u00fancia, entre outras alega\u00e7\u00f5es, o fato de que, em mais de 400 anos de exist\u00eancia do \u00f3rg\u00e3o, ter havido apenas um \u00fanico concurso p\u00fablico, fruto de a\u00e7\u00e3o judicial do Minist\u00e9rio P\u00fablico Estadual (MPE), tendo sido convocados apenas parte dos aprovados dentro das vagas, restando, no entanto, in\u00fameros aprovados (tanto nas vagas diretas quanto no Cadastro de Reserva) aguardando serem chamados para compor o quadro de servidores.<\/p>\n\n\n\n<p>Outro ponto destacado na den\u00fancia enfatiza que nem 10% do or\u00e7amento destinado ao pagamento de pessoal foi utilizado para pagar servidores estatut\u00e1rios, conforme&nbsp;<strong><a href=\"https:\/\/agenciatambor.net.br\/geral\/servidores-concursados-vereadores-desao-luis-chamados-amelhorar-qualidade-do-servico-e-transparencia-da-gestao\/\">mat\u00e9ria jornal\u00edstica<\/a><\/strong>&nbsp;veiculada pela Ag\u00eancia Tambor, na data de 18\/07\/2023.<\/p>\n\n\n\n<p>Por fim, a den\u00fancia afirma que o Portal da Transpar\u00eancia da C\u00e2mara Municipal de S\u00e3o Lu\u00eds\/MA n\u00e3o funciona desde dezembro de 2022, configurando viola\u00e7\u00e3o ao princ\u00edpio da publicidade e da transpar\u00eancia.<\/p>\n\n\n\n<p>O N\u00facleo de Fiscaliza\u00e7\u00e3o I do TCE, em sua manifesta\u00e7\u00e3o no processo, reconheceu a exist\u00eancia de poss\u00edveis irregularidades e sugeriu o conhecimento da den\u00fancia, a cita\u00e7\u00e3o do presidente da C\u00e2mara<br>Municipal de S\u00e3o Lu\u00eds, vereador Paulo Victor Melo Duarte, para conhecimento da den\u00fancia e apresenta\u00e7\u00e3o da defesa e documentos necess\u00e1rios, al\u00e9m de ter requerido ao relator do processo, conselheiro Jos\u00e9 de Ribamar Caldas Furtado, a determina\u00e7\u00e3o da realiza\u00e7\u00e3o de auditoria na folha de pagamento do \u00f3rg\u00e3o.<\/p>\n\n\n\n<p>Em sua defesa, o presidente da C\u00e2mara Municipal de S\u00e3o Lu\u00eds confirmou a exist\u00eancia de apenas 10% (dez por cento) de servidores efetivos no Poder Legislativo Municipal, apresentando como justificativa o argumento de que as casas legislativas possuem uma particularidade em sua estrutura administrativa, tendo, em sua percep\u00e7\u00e3o, a necessidade de um n\u00famero maior de servidores comissionados, pois os vereadores possuem mandato tempor\u00e1rio com constante renova\u00e7\u00e3o de mandatos e atuam em prol de uma proposta pol\u00edtica espec\u00edfica.<\/p>\n\n\n\n<p>O vereador Paulo Victor Melo Duarte informou tamb\u00e9m que foram convocados todos os aprovados dentro do n\u00famero de vagas estabelecido no edital do concurso e que, em alguns cargos, o n\u00famero de convocados superou o dobro das vagas inicialmente previstas.<\/p>\n\n\n\n<p>Em seu voto, o conselheiro Jos\u00e9 de Ribamar Caldas Furtado acolheu a den\u00fancia e determinou a imediata realiza\u00e7\u00e3o de auditoria na folha de pagamento da C\u00e2mara Municipal de S\u00e3o Lu\u00eds.
