Estado obteve a 5\u00aa menor arrecada\u00e7\u00e3o entre as 27 unidades da federa\u00e7\u00e3o ano passado<\/mark><\/strong> <\/p>\n\n\n\n

Em 2025, a Petrobras recolheu R$ 277,6 bilh\u00f5es na forma de Tributos e Participa\u00e7\u00f5es Governamentais (PGOV) no Brasil, um aumento de 3% comparado a 2024. Este montante corresponde a aproximadamente 7% da arrecada\u00e7\u00e3o total do pa\u00eds no ano de 2025, o que faz da companhia a principal contribuinte nacional, segundo dados da Receita Federal, do Tesouro Nacional e Portal de Transpar\u00eancia dos Estados. Foram pagos, em m\u00e9dia, por dia \u00fatil, o valor de R$ 1,1 bilh\u00e3o de tributos e PGOV. No Estado do Maranh\u00e3o, o valor total recolhido em tributos pela estatal superou R$ 720 milh\u00f5es, ano passado.<\/p>\n\n\n\n

O montante exato pago em impostos pela Petrobras ao Estado do Maranh\u00e3o, em 2025, alcan\u00e7ou R$ 723 milh\u00f5es, referente \u00e0 cobran\u00e7a na comercializa\u00e7\u00e3o de gasolina, diesel e g\u00e1s liquefeito de petr\u00f3leo (GLP). Esse valor refere-se, exclusivamente, ao recolhimento do Imposto sobre Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os (ICMS). Em 2025, o Estado arrecadou R$ 9,3 bilh\u00f5es<\/a> – alta de 8,68% em rela\u00e7\u00e3o ao ano anterior -, segundo dados da Secretaria de Estado da Fazenda (Sefaz).<\/p>\n\n\n\n

No comparativo com as outras 26 unidades da federa\u00e7\u00e3o, o Maranh\u00e3o registrou a quinta menor arrecada\u00e7\u00e3o de impostos pagos pela Petrobras ano passado. O estado obteve receita tribut\u00e1ria maior apenas do que Sergipe (R$ 315 milh\u00f5es), Amap\u00e1 (R$ 260 milh\u00f5es), Acre (R$ 204 milh\u00f5es) e Roraima (R$ 160 milh\u00f5es).<\/p>\n\n\n\n

No recorte da regi\u00e3o Nordeste, o Maranh\u00e3o foi o pen\u00faltimo dos nove estados em receita arrecadada, com montante acima apenas do que foi recolhido por Sergipe.<\/p>\n\n\n\n

A Petrobras contribuiu com 6% do recolhimento na esfera federal. Em 2025, foram pagos R$ 161,9 bilh\u00f5es \u00e0 Uni\u00e3o, sendo R$ 68,6 bilh\u00f5es a t\u00edtulo de participa\u00e7\u00f5es governamentais. Os valores de PGOV pagos s\u00e3o formados, majoritariamente, por royalties (R$ 39,7 bilh\u00f5es) e participa\u00e7\u00e3o especial (R$ 21,5 bilh\u00f5es).<\/p>\n\n\n\n

Nos estados, em 2025, a companhia recolheu o valor de R$ 113,8 bilh\u00f5es de ICMS. A contribui\u00e7\u00e3o da Petrobras corresponde a cerca de 14% do total da arrecada\u00e7\u00e3o nas 27 Unidades Federativas. Soma-se ainda os pagamentos de participa\u00e7\u00f5es governamentais realizados pela Petrobras \u00e0 Uni\u00e3o, que repassa parte dos valores aos estados e munic\u00edpios. No \u00e2mbito municipal foram recolhidos R$ 1,9 bilh\u00e3o em tributos para 271 munic\u00edpios, distribu\u00eddos em 21 estados e o Distrito Federal.<\/p>\n\n\n\n

Os recolhimentos realizados pela Petrobras abrangem tributos pr\u00f3prios, oriundos das suas opera\u00e7\u00f5es e retidos de terceiros, na condi\u00e7\u00e3o de respons\u00e1vel ou substituto tribut\u00e1rio, uma vez que a Petrobras ret\u00e9m tributos nas opera\u00e7\u00f5es comerciais com clientes e fornecedores, conforme estabelecido na legisla\u00e7\u00e3o. Os recolhimentos compreendem tamb\u00e9m as participa\u00e7\u00f5es governamentais, que s\u00e3o compensa\u00e7\u00f5es financeiras pagas pelas empresas que exploram e produzem petr\u00f3leo e g\u00e1s natural no Brasil.<\/p>\n\n\n\n
