A mensagem diz respeito principalmente ao fato de o oficial ascender ao posto com a fama de coronel das ruas. Segundo Ad\u00e9cio, Melo deve tomar cuidado para n\u00e3o ficar estigmatizado, j\u00e1 que seu papel principal ser\u00e1 o de pensar a corpora\u00e7\u00e3o. Abaixo, a \u00edntegra do texto enviado pelo ex-titular do COM:       <\/p>\n<p>O primeiro \u00e9 para que ap\u00f3ie e trate bem as verdadeiras lideran\u00e7as comunit\u00e1rias: aquelas que de fato est\u00e3o comprometidas com suas respectivas comunidades; mas que tenha cuidado e repugne as id\u00e9ias das falsas lideran\u00e7as: aquelas compromissadas somente com seus projetos pol\u00edticos pessoais. <\/p>\n<p>O segundo alerta \u00e9 para que n\u00e3o se deixe estigmatizar, personificar, denominar ou simbolizar por \u0093coronel de rua\u0094, pois o \u00e1pice da carreira de um oficial se baseia \u00e9 na consolida\u00e7\u00e3o da experi\u00eancia somada ao conhecimento, ao intelecto. Eu mesmo ouvi isso de um general na Escola Superior de Guerra. E quando eu vejo que uma das raz\u00f5es para a mudan\u00e7a de comando do CPM foi a necessidade de se ter um coronel presente nas ruas, isto preocupa, pois o coronel \u00e9 quem deve pensar a Corpora\u00e7\u00e3o, criando os mecanismos e as estrat\u00e9gias para execu\u00e7\u00e3o pela tropa, que \u00e9 quem deve estar de fato nas ruas. <\/p>\n<p>Quando o comandante do CPM (ou outro coronel) pensa que deve estar sempre nas ruas, nem ele deixa o comandante de unidade produzir, nem planeja no quartel.
