Pelo menos oito Organiza\u00e7\u00f5es N\u00e3o-Governamentais (ONG) com atua\u00e7\u00e3o no Maranh\u00e3o est\u00e3o proibidas de firmar conv\u00eanio com o Governo Federal. Todas foram inclu\u00eddas no Cadastro de Entidades Privadas sem Fins Lucrativos Impedidas (Cepim) por n\u00e3o terem prestado contas regularmente de recursos federais que receberam. Al\u00e9m de problemas na presta\u00e7ao de contas por atraso, omiss\u00e3o ou impugna\u00e7\u00e3o, foram detectadas irregularidades na execu\u00e7\u00e3o dos conv\u00eanios. Em todo o pa\u00eds, 2.395 ONGs est\u00e3o nessa situa\u00e7\u00e3o. As informa\u00e7\u00f5es est\u00e3o publicadas no Portal da Transpar\u00eancia.<\/p>\n

Entidades com larga tradi\u00e7\u00e3o na presta\u00e7\u00e3o de servi\u00e7os assistenciais, como o Centro de Cultura Negra do Maranh\u00e3o (CCN), Associa\u00e7\u00e3o dos Amputados do Maranh\u00e3o e Associa\u00e7\u00e3o dos Deficientes Auditivos do Maranh\u00e3o (Adama) est\u00e3o inclu\u00eddas no cadastro. Tamb\u00e9m comp\u00f5em a lista a Associa\u00e7\u00e3o de Pais e Amigos dos Excepcionais de Santa In\u00eas (Apae), Associa\u00e7\u00e3o Comit\u00ea Maranh\u00e3o da A\u00e7\u00e3o da Cidadania contra a Fome,\u00a0Associa\u00e7\u00e3o de Sa\u00fade Ind\u00edgena Pyhcopcatiji do Maranh\u00e3o, Associa\u00e7\u00e3o de Transg\u00eaneros do Maranh\u00e3o (Atrama) e Grupo L\u00e9sbico do Maranh\u00e3o.<\/p>\n

Ao todo, 14 conv\u00eanios firmados por ONGs locais com o Governo Federal tiveram problemas na execu\u00e7\u00e3o ou na prestata\u00e7\u00e3o de contas. Tr\u00eas desses contratos destinavam recursos ao Centro de Cultura Negra para a\u00e7\u00f5es de est\u00edmulo ao primeiro emprego para jovens (R$ 264.100,00 e R$ 4.284.751,60) e para a execu\u00e7\u00e3o do projeto denominado GRIOT – Organiza\u00e7\u00e3o e Cultura Fazendo Historia (R$ 100.000,00). No dois primeiros foram detectadas irregularidades na presta\u00e7\u00e3o de contas. No terceiro o problema foi na execu\u00e7\u00e3o.<\/p>\n

J\u00e1 a Apae de Santa In\u00eas recebeu R$ 30.275,06 do Minist\u00e9rio da Educa\u00e7\u00e3o para aquisi\u00e7\u00e3o de ve\u00edculo de transporte coletivo de alunos com necessidades especiais. Nesse caso, est\u00e1 sendo contestada a execu\u00e7\u00e3o do conv\u00eanio, conforme an\u00e1lise feita pelo \u00f3rg\u00e3o e repassada \u00e0 Controladoria Geral da Uni\u00e3o (CGU).<\/p>\n

A Atrama, por sua vez, firmou dois conv\u00eanios com o Minist\u00e9rio da Educa\u00e7\u00e3o, no valor de R$ 47.400,00 e R$ 9.496,05, para implanta\u00e7\u00e3o dos projetos Arco-\u00cdris, de combate \u00e0 homofobia nas escolas, e\u00a0“Travestis no Protagonismo Regional: Desconstruindo Paradigma e Construindo Pol\u00edtica, Sa\u00fade, Cultura, Cidadania e Direitos Humanos”. Em ambos foram identificadas irregularidades na presta\u00e7\u00e3o de contas.<\/p>\n
